Description
State of Delaware’s Government Support Services (GSS) is seeking a vendor to provide statewide preventative‑maintenance, repair, and 24‑hour emergency service for ice machines, refrigeration units, freezers, hot boxes, incubators, cold tables/bars, and related equipment used by all covered state agencies, schools, municipalities, and other entities that receive state funds. The contract is a competitive sealed‑proposal award with a 2‑year base term (July 1 2026 – June 30 2028) and up to three optional one‑year extensions, plus a possible three‑month month‑to‑month extension. Vendors must submit a full technical proposal, a cost proposal (BidTable), and a questionnaire via the Bonfire portal, and must meet extensive compliance requirements (refrigerant handling certification, insurance minimums, prevailing‑wage adherence, background checks, DOC security procedures for correctional‑facility work, ACA safe‑harbor disclosure, etc.).
• Scope includes bi‑annual preventive maintenance, on‑call repair, 24 × 7 emergency response (≤ 3 hr), optional equipment cleaning, and detailed reporting.
• Required deliverables: monthly usage reports, quarterly 2‑nd‑tier subcontractor reports, tool inventories, worker clearance lists, and adherence to security protocols for work in correctional facilities.
• Evaluation will consider qualifications (25 pts), service & support (30 pts), price (35 pts), compliance (5 pts), and references (5 pts).
• No bid bond is required; invoices paid within 30 days of receipt.
