The State of Delaware, through the Delaware Workforce Development Board (DWDB) and the Division of Employment & Training (DET), is seeking a qualified vendor to deliver comprehensive adult “Blue‑Collar” workforce‑development services. The contractor must provide all equipment, materials, and labor to recruit, assess, train, and place adult participants (≥ 17 years, high‑school diploma/GED) into high‑demand occupations such as healthcare, construction, IT, manufacturing, and transportation. Services include eligibility verification, data management in Delaware JobLink, standardized assessments, individualized service strategies, curriculum aligned to high‑demand occupations, paid work experience for those not placed within 30 days, intensive job‑search support, wrap‑around services, and post‑placement retention. The program must meet stringent performance metrics (e.g., 80 % completion, 90 % credential attainment, 80 % day‑1 employment) and submit monthly usage reports and quarterly subcontractor reports. Funding of approximately $1.96 M is available for the first year, with a contract term of July 1 2026 – June 30 2027 and up to four one‑year renewal options.
