Description
The California Energy Commission is seeking a prime contractor (and any necessary subcontractors) to lead a multi‑year, statewide Energy‑Code Compliance Evaluation. The contractor will design the evaluation framework, develop sampling plans, collect field data, perform quantitative and qualitative analysis, and deliver final reports, visualizations, and workforce‑development assistance. The work is performed under a no‑fee retainer with work authorizations issued as needed.
• Design and validate a robust evaluation methodology (process‑ and energy‑based compliance).
• Build and execute a statistically sound sampling plan for building categories across California.
• Conduct field inspections, data collection, and analysis; produce compliance‑rate reports, uncertainty analyses, and reproducible data sets.
• Provide workforce‑development technical assistance and jurisdictional funding‑readiness support.
• Manage contract administration, monthly invoicing, progress reporting, and compliance with extensive state‑ and federal‑regulatory requirements.
