RFQ 2026-06 – On Call MEP Engineer Services

The Southern Arkansas University (SAU) is soliciting qualifications from firms to provide "on call" Mechanical, Electrical, and Plumbing (MEP) engineer services. The selected firm will provide professional services on an "as needed" basis for projects at SAU. The contract will be for one year, starting July 1, 2026, and ending June 30, 2027, with the possibility of renewal. The scope of services includes: * Review of project programs and budgets * Code analysis and compliance * Site review and floodplain development management * Estimating and cost control * Design development and construction documentation * Construction contract administration and observation * Assistance with bidding and project closeout Firms interested in providing these services must submit a statement of qualifications, which should include: * Transmittal letter * Office size and location * Key personnel and their experience * Experience with similar projects * Management plan and approach * Schedule and workload * Cost control and estimating methodology * Construction observation and contract administration approach * Previously awarded Arkansas state contracts * Rate schedule and proof of registration and insurance The evaluation committee will review the submissions based on the following criteria: * Office size and location (10 points) * Key personnel and experience (20 points) * Experience with similar projects (20 points) * Management plan and approach (10 points) * Schedule and workload (10 points) * Cost control and estimating methodology (10 points) * Construction observation and contract administration approach (10 points) * Previously awarded Arkansas state contracts (10 points) The committee will select the top-ranked firms for oral presentations and interviews, and the final selection will be based on the firm's qualifications, experience, and approach to providing the required services. The deadline for submitting qualifications is March 24, 2026, at 2:00 PM CST. Firms must submit eight copies of their statement of qualifications to the designated facilitator, Kyle Newton, Director of Facilities at SAU. Late submissions will not be considered.
