Notice of Intent to Sole Source: Specialized Demographic Research & Statistical Analysis Services for Indian Health Service

The Indian Health Service (IHS) is issuing a Notice of Intent to award a sole source, commercial purchase order to Lowrey Research & Analytics, LLC, for specialized demographic research and statistical analysis services. The services will support the IHS Office of Public Health Support (OPHS) / Division of Program Statistics (DPS) in shaping high-level public health policy, allocating resources, and tracking program performance for American Indian and Alaska Native (AI/AN) populations. The key duties of OPHS/DPS include data collection, supporting major IHS publications, resource and patient management, and data and statistical assistance for Tribal health programs. • The requirement is for a PhD-level, Senior Demographer with highly specialized demographic research expertise and familiarity with IHS's complex demographic product structure. • The unique capabilities of Lowrey Research & Analytics include its familiarity with OPHS/DPS workflows and data deliverables, in particular IHS mortality and linked files with the National Institutes of Health (NIH). • The anticipated period of performance is one base period (12 months) and four option periods. • Interested firms may submit a capability statement in response to the above requirement by 1:00 PM Eastern Time on 19 JUNE 2026.
