Francis Marion University’s Campus Police Department is seeking a comprehensive, CJIS‑compliant Records Management System (RMS) that will replace its legacy Visual FoxPro database and support full law‑enforcement reporting, evidence tracking, and integration with multiple campus and public‑safety systems. The vendor must deliver a cloud‑hosted (or US‑based hosted) solution, migrate ~20 years of historical data, integrate with Ellucian Colleague, Campus Management System, ReadyOp, Axon body‑camera video, and Florence County CAD, and provide training, support, and a two‑year warranty. The contract is a one‑year base with up to three renewal options, capped at $325,000 total.
• Core RMS features: incident reporting, arrest documentation, citation management, property/evidence tracking, Clery Act & NIBRS reporting, secure document storage, role‑based access, audit logs.
• Mandatory integrations: Ellucian Colleague, CMS, ReadyOp, Axon, Florence County CAD (bidirectional).
