Valley Water is seeking a vendor to operate, maintain, and enhance its public water‑data portal (alert.valleywater.org). The contract requires 24/7 cloud hosting, ongoing technical support, and the ability to develop new features on a containerized, cloud‑agnostic architecture, with full source‑code hand‑over. The work is performed in the United States and includes a five‑year base term with optional one‑year extensions.
• Provide cloud hosting (Azure or new account) with high‑availability and 24/7 support.
• Deliver ongoing website maintenance, bug fixes, and technical support per SLA (response ≤ 1 business day, critical ≤ 4 hours).
• Develop ad‑hoc features (e.g., mapping layers, UI/UX upgrades) billed at an hourly rate.
• Supply complete source code, infrastructure‑as‑code scripts, deployment automation, and documentation; enable Valley Water staff to redeploy locally.
• Meet security, insurance, and compliance requirements, including certifications, breach‑notification policy, and data‑encryption at rest and in transit.
