RFP- Economic & Tourism Development Strategic Plan

The Kent County Government is seeking a qualified vendor to develop a 2027 Economic and Tourism Development Strategic Plan. The plan should include an assessment of available resources, constraints, and opportunities, as well as the development of a clear mission and shared vision for economic and tourism development. The vendor will be responsible for conducting stakeholder meetings, evaluating economic data, and creating a detailed plan that includes strategies for business attraction and competitiveness, business retention and expansion, entrepreneurship and small business development, workforce development, and tourism development. The plan should also include defined objectives and performance measures to evaluate progress and outcomes for Kent County’s economy. • The vendor will be expected to expand upon the current economic development framework and ongoing efforts, while also advancing community priorities through the introduction of innovative and effective strategies. • The vendor will be responsible for attending and facilitating stakeholder sessions, including business interviews and community meetings. • The vendor will be expected to provide a comprehensive stakeholder engagement plan in coordination with Kent County’s Department of Economic & Tourism Development. • The final plan must include a clear vision and mission for economic development, targeted strategies for business attraction and competitiveness, business retention and expansion, entrepreneurship and small business development, workforce development, and tourism development.
