06922P0021-Provision of Scattered-Site Supportive Housing

The purpose of this solicitation is to provide scattered-site supportive housing to vulnerable homeless New Yorkers. The program combines affordable housing with social services to help individuals with serious mental illness, substance use disorders, and other special populations achieve housing stability. The City’s 15,000-unit plan includes 7,500 newly-developed congregate units and 7,500 scattered-site apartments rented from private landlords. The NYC Human Resources Administration (HRA) is the lead agency for procuring awards for the 15,000 supportive housing units. Proposers are expected to find and lease apartments shortly after receiving an award, and the support services awarded through this RFP will assist individuals in developing and maintaining healthy lives. Some key points about the project include: • The term for each contract will be five years with one option to renew for up to four years. • Apartments would be located citywide in neighborhoods with close proximity to public transportation and accessible amenities. • Living units should be studio, one, two, and three bedroom, offering tenants individual bathrooms, kitchens, and storage space. • The services awarded through this RFP will be trauma-informed and adopt a harm reduction and recovery-oriented approach.
