The Indian Health Service (IHS) Portland Area is seeking quotations (or capability statements) to continue the existing Change Healthcare “Assurance Plus” web‑based medical claims billing service for two service units in Western Oregon and Warm Springs. The contract will be a firm‑fixed‑price, one‑year subscription (Oct 1 2026 – Sep 30 2027) for each unit, each based on a volume of 1,200 monthly claims. The solicitation is issued as a sole‑source notice but allows any responsible source to submit a timely quotation; an alternate source must demonstrate ability to begin service by Oct 1 2026 without transition delays. Pricing must include the monthly subscription amount and disclose any overage, paper‑claim, or HC Direct charges. Invoicing is monthly, separate for each unit, and the contractor must comply with HIPAA and the Business Associate Agreement.
