Description
Invest Puerto Rico is seeking a consultant to design and launch a “Qualified Private Promoter Program” that will attract external investors and channel incentive‑driven projects through a structured, success‑fee model. The work is split into two phases: Phase I (Dec 2025‑Feb 2026) focuses on market analysis, ROI modeling, program design, KPI dashboards, regulatory documentation, training curriculum, and promotional toolkits. Phase II (Mar‑May 2026) delivers a Salesforce‑based CRM integration, a Tableau‑driven reporting suite, an incentive‑tracking system that calculates promoter fees based on tax‑revenue shares, and a full legal/administrative framework (contracts, ethics guidelines, payment workflows). The consultant must coordinate with IPR, DDEC, Hacienda, and the Fiscal Oversight & Management Board, and must be capable of delivering two milestone‑based deliverables with payments of 60 % after Phase I and 40 % after Phase II.
• Perform market & ROI analysis to quantify potential revenue from private promoters.
• Design the full program architecture, including KPIs, dashboards, training, and promotional materials.
• Configure and extend the existing Salesforce Government Cloud (10 Enterprise licenses) and Tableau reporting to capture promoter activities and calculate fee payouts.
• Draft legal contracts, ethics policies, and multi‑agency payment workflows aligned with Act 13‑2017 and Act 60‑2019.
