The State of Delaware’s Kent and Sussex Counties are seeking a qualified firm to perform a comprehensive reassessment of all taxable real‑property parcels (≈ 90,700 in Kent and ≈ 205,400 in Sussex). The contractor will use a primarily desktop‑review, mass‑appraisal methodology, creating automated valuation models, conducting limited field verification, and delivering a full suite of deliverables—including valuation reports, GIS data, public‑outreach materials, and training for County staff. The work must be completed so that the new assessment rolls are ready for the 2029 tax billing in Kent and the 2030 tax billing in Sussex, with the valuation date fixed as July 1 2028. The contract is a fixed‑price, milestone‑based award, with a separate per‑diem rate for any court‑defense work.
• Reassess ~295,000 taxable parcels using CAMA, GIS, aerial imagery, sales verification, and limited on‑site inspections.
• Build and validate Automated Valuation Models (AVMs) for residential, commercial, industrial, and unique parcels; provide USPAP‑compliant mass‑appraisal reports.
• Deliver extensive public‑information packages, conduct training workshops for County assessment staff and Board of Assessment Review members, and supply all data in formats compatible with the Counties’ existing systems (Enterprise Assessment, IasWorld, Munis, ArcGIS).
