The Executive Office of Energy and Environmental Affairs (EOEEA) is seeking a vendor to replace its legacy online permitting platform with a modern, low-code application platform capable of supporting dynamic workflows, robust integrations, and enhanced user experiences. The selected vendor will be responsible for delivering a phased implementation of the new platform, starting with an initial phase focused on establishing the core permitting platform and foundational capabilities. The vendor will work collaboratively with the EEA IT team to design, configure, and implement the platform, with a focus on transparency, knowledge sharing, and active participation throughout the process.
Key aspects of the project include:
• Replacing the existing eLicensing permitting system with an Appian-based solution
• Identifying areas for simplification and efficiency while ensuring regulatory compliance
• Consolidating 300+ permit types into a unified framework
• Developing reusable common components to maximize efficiency
• Implementing an enterprise-level system that aligns with EOEEA's broader IT strategy
• Improving efficiency, transparency, and user experience for both internal staff and external customers
The vendor will be expected to provide a range of services, including setup, implementation, configuration, support, maintenance, and training. The contract term is estimated to be 48 months, with an initial 12 months for the initial phase and optional 36 months for subsequent phases.
