The Department of Veterans Affairs seeks a small‑business contractor to manage the Department of Transportation (DOT) commercial‑driver physicals and controlled‑substance testing program for VA employees at the Puget Sound Health Care System. The contractor will coordinate driver‑selection, testing, medical examinations, record‑keeping, reporting, and provide support for DOT audits under a firm‑fixed‑price contract with a base year and up to four one‑year options. This effort ensures compliance with FMCSA regulations and maintains health‑safety standards for VA drivers.
• Provide program management, random driver selection, and coordination of six DOT‑required test types (pre‑employment, random, reasonable‑suspicion, return‑to‑duty, post‑accident, follow‑up).
• Conduct and document commercial‑driver medical examinations, manage electronic drug‑and‑alcohol testing records for ~14 drivers, and retain files for five years.
• Deliver quarterly and semi‑annual reports, support DOT audits (including travel to Seattle and American Lake Division), and maintain secure electronic data transmission.
