Description

The New York Power Authority (hereinafter "the Authority") invites you to this solicitation which seeks to pre-qualify vendors and applications for NYPA and its subcontractors to perform portfolio and project management activities. This Request for Qualification (RFQ) includes the following requirements as described in the Schedule of Services (Attachment 1): • Identify one or more tool(s), application(s), or suite of applications, which are capable of (or which the vendor will configure during the project to be capable of) performing the forecasting activities as per Attachment 1 – Scope of System & Capabilities • Identify a method of integrating with other, third-party data sources and applications within the broader forecasting and/or resource adequacy ecosystem as per Attachment 1 – Scope of System & Capabilities The Request for Qualification (RFQ) seeks to identify or develop a modeling solution that NYPA can run in-house to forecast various aspects of the capacity market. The capacity price forecast should vary based on factors such as expected peak load forecasts and anticipated generation resources available, among others. The forecasting tool should be able to permit easy selection from among different input options, and available output should make it possible to discern the key drivers of the price forecasts. The solution should be flexible enough to assess the impact of market structure changes without extensive customization or redevelopment. NYPA currently forecasts the following for each of NY’s capacity zones, at the monthly level, extending 20-30 years into the future. Data delivered to stakeholders, and which should be included as outputs of the proposed solution include: · Price in $/kw-month · Reserve Requirement in UCAP and as UCAP Effective % · Demand curve slope in $/kW-month per 100MW · Total market cost · Capacity Accreditation Factors (CAFs) Beyond these necessary outputs, NYPA is also interested in having the new capacity forecasting solution improve upon the existing Excel-based solution in the following ways: · Automated retrieval and storage of forecast inputs (e.g., NYISO Gold Book forecasts, anticipated supply resources, et al.) · Reduced user training time · Reduced time to update model for potential changes to market structure · Reduced time to execute forecast · Reduced opportunity for user error (e.g., accidental changes, selection of inconsistent inputs) For the purposes of this RFQ, responding vendors should focus on proposing one or more appropriate applications that will provide the necessary outputs, with descriptions of the extent of anticipated automation and estimates for user training and run times. The response should include a description of the forecasting methodology employed, as well as delineate where the proposed solution represents existing functionality and where it would entail enhancement or customization. If enhancement or customization, the response should describe any experience with similar efforts undertaken in the past. Where relevant, the response may describe potential synergies with Energy Economics’ other forecasting responsibilities, as listed in the preceding section. The budget for this opportunity is likely to be in the range of $500,000 to $2 million, considering the complexity of the project and the fact that it involves the design and implementation of a capacity forecasting solution. The budget may be influenced by factors such as the scope of the project, the level of customization required, and the number of users who will be using the solution.
