10 Year Strategic Plan Consultant

The Mass Transportation Authority (MTA) is seeking a consultant to help prepare a 10-year strategic plan for its public transportation services. The plan should outline the direction, priorities, and required actions to lead MTA into the future. The consultant will be responsible for tasks such as project initiation, stakeholder engagement, strategic analysis, and preparing a draft and final strategic plan. The MTA operates a public transportation system that serves Flint and Genesee County, and provides connections to Livingston and Oakland counties. The system includes 24 fixed route bus lines, and the MTA is transitioning to a zero-emissions fleet. The consultant should have experience with the infrastructure, capital, and operating needs of transit agencies, and be familiar with transit vehicle technology and grant funding programs. • The consultant will develop a comprehensive strategic plan that aligns with current guidelines and meets all federal and state requirements. • The plan should include a review of current programs and services, and recommend improvements or new service offerings. • The consultant will engage with internal and external stakeholders, including the MTA board and staff, agency board members, key public stakeholders, and the general public. • The consultant will assess internal capabilities and factors that affect MTA's success, and perform a SWOT and/or SOAR analysis. • The consultant will develop a project management plan, identify key project milestones, and provide a realistic roadmap and detailed plan of execution to complete the strategic plan.
