Description

Metro Water Recovery is seeking a consulting firm to provide professional study services for the development and completion of Metro's Integrated Plan Framework. The selected firm will work with Metro staff to develop a robust IP Framework that positions the organization to execute the IP Development Phase in alignment with regulatory, operational, financial, and community objectives. The IP Framework will include tasks such as project management and administration, project chartering, and integration with Metro's enterprise plans and processes. The scope of work will require approximately 12 months to complete, with an emphasis on the implementation strategy for the first 10 years. Key considerations include multimedia environmental objectives, climate resilience, and equity considerations. • The IP Framework will establish a structured basis for evaluating trade-offs and sequencing capital improvements based on risk, value, and community benefit. • The IP Framework will equip leadership with a decision-making roadmap that is flexible enough to incorporate new information, accommodate evolving regulatory landscapes, and adjust to emerging community priorities. • The IP Framework will embed the IP into Metro's broader enterprise planning functions, including capital improvement planning, budgeting, asset management, and environmental compliance programs. • The selected firm will be required to enter into an agreement using Metro's standard professional study services agreement form. • Proposals should include a brief description of the firm's approach to leading Metro in the IP Development Phase, contingent upon the successful completion of the IP Framework Phase.

Budget estimate

$500,000 – $2,000,000

Based on the scope of work, which includes tasks such as project management and administration, project chartering, and integration with Metro's enterprise plans and processes, and considering the 12-month duration of the project, the budget for this opportunity could be in the range of $500,000 to $2 million. This estimate takes into account the complexity of the project, the need for specialized consulting services, and the importance of the IP Framework for Metro's wastewater treatment and management operations.
