Underground Cable Replacement Project– Owner Advisor

The City of Seattle is seeking qualifications for an Owner Advisor to support the delivery of the Underground Cable Replacement Project. The project aims to replace underground electrical utilities in an urban environment, minimizing impacts on residents and the public. The Owner Advisor will guide the City Light throughout the project, overseeing and coordinating the activities of the Design-Build Team. The selected consultant will provide services including project management, independent cost estimating, public and stakeholder involvement, permitting, and construction management. Key aspects of the project include: • Replacement of underground electrical utilities in an urban environment • Minimization of impacts on residents and the public • Verification of current system assets • Installation of new vaults and concrete-encased duct banks The City is looking for a team with a strong local presence, experience in alternative delivery methods, and the ability to work at an advanced pace. The project is expected to begin in 2026 and continue through completion, which may take up to 12 years.
