Description

The City of Santa Ana is seeking an experienced event‑production firm to design, market, and execute its inaugural cannabis‑focused festival in 2026. The vendor must handle all aspects of a large‑scale public event—including venue planning, licensing, security, vendor coordination, marketing, ticketing, and post‑event reporting—while ensuring compliance with California cannabis regulations and local ordinances. The festival is city‑funded, aims for a break‑even financial outcome (profit optional), and may run for one year with a possible one‑year extension. • Design and manage a 10,000‑20,000‑attendee cannabis festival (single‑ or multi‑day). • Secure all required state (DCC) and local licenses and coordinate with City departments for safety, policing, and permitting. • Provide full event services: site layout, staffing, security, AV, ticketing, marketing, vendor & sponsor management, ADA compliance, and post‑event reporting.

Budget estimate

$500,000 – $1,500,000

No specific contract value is disclosed, but a city‑funded festival for 10‑20 K attendees typically ranges from half a million to around one and a half million dollars, covering venue, security, staffing, licensing, production, marketing, and contingency costs. The City’s goal of break‑even suggests the fee will be set to cover these expenses, with a modest profit margin possible. Therefore a realistic budget estimate is roughly $500,000 – $1,500,000.
