Development of an implementation strategy for the VIEO HOMES and HEAR Programs

The Virgin Islands Energy Office is seeking a contractor to develop an implementation strategy for the HOMES and HEAR programs to advance energy efficiency in the United States Virgin Islands. The selected contractor will be responsible for blueprint completion, CRM system design and development, and program design and implementation. The contractor will also provide ongoing support and maintenance for the CRM system and program implementation. Key responsibilities include developing a comprehensive customer relationship management system, integrating with DOE's PNNL API, and providing tools for mobile field verification and payment management. The contractor will also be responsible for program design, implementation, and management, including identifying and developing operational mechanisms and business processes, serving as the program implementer, and assuming responsibility for internal quality assurance and quality control functions. • The scope of work includes completion and refinement of program blueprint materials, CRM system design and development, and program design and implementation. • The contractor will deliver all program implementation functions and documentation required for HER and HEAR operations. • The contractor will provide a detailed cost estimate broken down by personnel, software and licensing costs, hosting and data storage costs, and other direct costs. • The contractor will propose a payment schedule based on clear, measurable deliverables and project milestones.
