Description
The City of Whigham, GA is seeking qualified engineering firms to provide on‑call public‑works engineering services for a variety of state‑ and federally‑funded projects (e.g., CDBG, GEFA, USDA). The contract will cover identification of infrastructure deficiencies, concept design, cost estimating, permitting, bidding assistance, construction administration, inspection, and reporting. Firms must be licensed, experienced with government‑funded projects, and able to submit a Statement of Qualifications (SOQ) by September 28, 2026. The selection will follow a two‑step qualifications‑based selection (QBS) process, culminating in interviews and award of a contract to the most qualified firm.
• Scope: Planning, design, cost estimating, permitting, bidding, construction administration, inspection, reporting for public‑works projects.
• Funding sources: Community Development Block Grant (CDBG), Georgia Environmental Finance Authority (GEFA), USDA, and other state/federal programs.
• Submission: SOQ (including firm history, key personnel, past projects, insurance, UEI, Section 3 certification if applicable).

• Selection: QBS – score qualifications, interview top two firms, negotiate final contract.
