Description

The University of North Carolina at Chapel Hill is seeking bids for the supply of sorbent material to be used in its cogeneration facility. The sorbent is required to capture sulfur in the fuel, reducing sulfur dioxide emissions. The requested sorbent is #20 Dolomite, and the vendor must be able to provide a certified weight for each load shipped. The contract will be for a three-year period, with the option for the university to purchase more or less than the estimated quantities during the contract period. The vendor must be able to manage the supply chain, maintain relatively constant and evenly paced deliveries by rail, and have the capacity to ramp up production and shipping rates with the seasons. Key points to consider: • The university has a limited onsite storage capacity for sorbent of approximately 800 tons. • The sorbent vendor must be dynamic in managing the supply chain and must be able to maintain relatively constant and evenly paced deliveries by rail. • The vendor must have the capacity to ramp the production and shipping rates up and down with the seasons. • All primary shipments of sorbent to the university shall be by rail, with shipping by truck only allowed in emergencies or with prior approval. • The vendor must be able to deliver by truck in emergencies and dispatch truck shipments within 48 hours upon request. • The university does not pay for sorbent until it arrives on site, and the product is the responsibility of the vendor until it reaches the university gates.

Budget estimate

$10,000,000 – $20,000,000

The budget for this opportunity is estimated to be in the range of $10 million to $20 million over the three-year contract period, based on the estimated annual sorbent usage of 20,000 tons per year and an average cost of $500 to $1,000 per ton. The actual budget may vary depending on the final contract price and the actual quantity of sorbent purchased by the university during the contract period. Factors that may influence the likely payment range include the vendor's ability to manage the supply chain, maintain relatively constant and evenly paced deliveries by rail, and ramp up production and shipping rates with the seasons.
