On-Call Water Quality Technical Services

Valley Water seeks a qualified consulting firm to provide on‑call water‑quality technical services for its three drinking‑water treatment plants, the advanced water purification center, pilot plant, transmission system, wells, pump stations and reservoirs. The work will be task‑order based, covering regulatory monitoring, process optimization, engineering design support, and emergency response as needed. The contract is a three‑year base term (with two optional one‑year extensions) and is capped at a not‑to‑exceed $225,000. Minimum qualifications include at least 10 years of civil or environmental engineering experience, California PE licensure, and a Grade 3+ water‑treatment operator license. Evaluation is heavily weighted toward technical qualifications and small‑business participation; cost is used only in negotiations after ranking. • Provide regulatory, operational and technical support for Valley Water’s treatment facilities and distribution infrastructure on an as‑needed basis. • Deliver engineering analyses, specifications, reports, and presentations for compliance, process improvements, and emerging‑contaminant issues. • Must maintain California PE and Water‑Treatment Operator licenses, and meet a $225 k NTE ceiling over a three‑year term (optional extensions).
