The U.S. Agency for International Development (USAID) is seeking information to design a new Education Systems Strengthening Activity in Liberia. The activity aims to partner with the Ministry of Education (MOE) to address system-wide constraints and increase the MOE's capacity to provide decentralized and inclusive education, monitor progress, and sustain improved learning outcomes for all children and youth. The activity will focus on three objectives: improving evidence-based decision making, improving resource management, and improving accountability.
Some key aspects of the activity include:
• Improving data collection and analysis
• Strengthening capacity development for county and district education offices and school leadership
• Supporting the MOE to produce a quarterly school quality assessment, an annual school census, and one school grading exercise during the life of the activity
• Piloting results-based financing initiatives to incentive improved data collection and analysis at decentralized levels
• Providing technical training for technical MOE staff on data collection and input, data analysis, and using analytical reports for inclusive decision-making
• Supporting the MOE to remove ghost teachers from payroll, train technically proficient teachers who lack credentials, and integrate all teachers into a single payroll
• Drafting and rewriting job descriptions based on the MOE's county organogram
• Reviewing and proposing improvements in equity to funding formulas that distribute resources to schools
