Request for Qualifications for Professional Engineering Consultant Services for the St Joseph Metropolitan Planning Organization (MPO)

The City of St. Joseph, Missouri is seeking a professional engineering consultant to provide services for pedestrian safety improvements at three locations. The selected firm will be responsible for preliminary engineering services, including field surveys, design of pedestrian hybrid beacons and rectangular rapid flashing beacons, and preparation of PS&E packages. The firm must be prequalified with MoDOT and listed in MoDOT's Approved Consultant Prequalification List. Some key aspects of the job include: • Installation of two Pedestrian Hybrid Beacons (PHBs) and one Rectangular Rapid Flashing Beacon (RRFB) at three high-risk pedestrian crossings • Field surveys and data collection at three project locations • Design of high-visibility crosswalk striping and signage plans • ADA-compliant curb ramp and sidewalk tie-in design • Preparation of PS&E package for competitive bid at concept, preliminary, and final design stages • NEPA environmental documentation and clearance support • Agency coordination and permitting
