The Federal Highway Administration’s Build America Bureau is seeking independent insurance advisory firms to provide comprehensive risk‑assessment, policy review, negotiation support, and ongoing portfolio monitoring for a wide range of infrastructure financing projects (highways, transit, rail, ports, aviation, etc.). The effort is being conducted as a Sources‑Sought (RFI) to gauge market capability, identify qualified vendors, and shape a future contract vehicle (potential IDIQ or BPA). Respondents must demonstrate deep expertise in commercial property and liability lines, project‑finance experience, and independence from insurance placement or commission arrangements. The scope includes screening, pre‑closing due diligence, negotiation of insurance covenants, post‑closing monitoring, claims handling, and advisory support for public‑entity self‑insurance, pools, and captives.
