Description
The South Dakota Department of the Military is seeking a qualified design‑build firm to design, engineer, procure, install, and commission a 200‑kW solar photovoltaic system at the Mitchell Community Solar Management System (CSMS) #1 site. The contract requires a South Dakota‑licensed architect/engineer for the design portion, compliance with state procurement and bonding rules, and delivery of a fully functional PV array with mounting, electrical integration, an energy‑office control system, and a fenced enclosure with an access gate. The project must be substantially complete by October 30 2026, with a firm deadline for all proposal submissions on April 2 2026.
• Scope: design‑build of 200 kW solar PV array, mounting structures, electrical integration, control system, site fencing and gate.
• Mandatory qualifications: South Dakota A/E license, 5 % bid security (or 10 % bid bond) for bids over $100 k, performance/payment bonds if awarded.
