Description
Washington State University is seeking a comprehensive, cloud‑based Recreation Management System to replace its existing fragmented solution. The contract will cover software licensing, implementation, data migration, integration with campus ID and payment systems, staff scheduling, and ongoing support for a three‑year term (plus a six‑month implementation phase). The vendor must provide a secure, accessible platform that supports membership management, point‑of‑sale processing, program registration, facility reservations, equipment checkout, reporting, and mobile‑app capabilities, and must integrate with Okta SSO, CougarCard turnstile hardware, and TouchNet or FreedomPay payment processors. The solution must meet SOC 2, PCI DSS, FERPA, WCAG 2.1 AA, and (if applicable) HIPAA requirements, and all data must reside on U.S.‑based servers.
• Core functional modules: membership/access, POS, program/camp registration, facility scheduling, equipment checkout, staff scheduling, reporting, and mobile app (preferred).
• Mandatory integrations: CougarCard/turnstile hardware, TouchNet (or FreedomPay) payment processing, Okta SSO (SAML v2); optional Workday employee‑scheduling integration.
• Implementation timeline: kickoff Dec 2026 → go‑live 1 June 2027; support & maintenance through June 2030.
• Vendor must submit a detailed cost proposal (Exhibit C) and certify compliance with wage‑law, conflict‑of‑interest, and model‑contract requirements (Exhibits A & B).
