The State of Michigan’s Department of Environment, Great Lakes, and Energy (EGLE) – Geologic Resources Management Division (GRMD) seeks a qualified contractor to modernize and consolidate its Risk‑Based Data Management System (RBDMS) by enhancing the existing MiSTAR platform. The effort includes migrating legacy functionality, integrating document management, supporting cloud hosting (GCP, AWS, Azure), providing ongoing maintenance, technical support, and training over a multi‑year contract. The modernization window runs February 2027 – March 2028 with a go‑live target of April 2028, followed by a 5‑year base support term with optional extensions.
• Modernize MiSTAR to absorb RBDMS Desktop, WinAdmin, and EGLE Dashboard capabilities.
• Implement cloud migration (GCP/AWS/Azure) and ensure high‑availability, security, and role‑based access.
• Provide 5‑year (plus up to five 1‑year options) maintenance, issue resolution, and operational assistance for MiSTAR and Dataminer.
• Deliver data migration from legacy systems, integrate OpenText Content Manager (≈1 TB) and ESRI GIS services.
• Conduct end‑user, administrator, and DTMB training using a train‑the‑trainer model with recorded sessions.
• Support public‑facing read‑only access for ~1,000 users (100 concurrent).
• Mandatory pre‑proposal meeting on October 5, 2026; questions due by October 12, 2026; final proposal due October 26, 2026.
