IIPB Legal Counsel and Executive Secretary Services

The Teachers’ Retirement System of the State of Illinois (TRS) on behalf of the Illinois Investment Policy Board (IIPB) is seeking information from experienced attorneys capable of serving as IIPB's Legal Counsel and Executive Secretary. The selected individual will provide comprehensive legal support to IIPB while managing administrative and executive functions. Key responsibilities include providing legal advice, drafting and reviewing legal documents, researching and analyzing laws and regulations, and ensuring compliance with applicable laws and regulations. The ideal candidate will have a Juris Doctor (J.D.) degree, an active license to practice law in Illinois, and a minimum of 3 years of legal practice experience, with preference for government, administrative, or public sector law. • Provide comprehensive legal advice to IIPB on all matters related to investment restrictions and compliance with applicable state and federal laws and regulations • Draft, review, and interpret legal documents, resolutions, and policies • Research and analyze applicable state and federal laws, regulations, and court decisions affecting IIPB operations • Advise on legal issues related to prohibited investment determinations • Represent IIPB during quarterly meetings and coordinate with stakeholders and appellant counsel when necessary • Ensure compliance with all applicable legal requirements and ethical standards • Serve as the primary administrative officer for IIPB • Coordinate and manage IIPB meetings, maintain official records and documentation, and oversee administrative operations • Monitor and track relevant state and federal legislation affecting investment policy and IIPB operations • Ensure full compliance with the Illinois Open Meetings Act and the Freedom of Information Act
