Request for Combined Qualifications & Experience/Technical Proposals Including Price Submissions for Projects Involving MS4 Impervious Acre Credits

The Washington County, Maryland is seeking proposals from qualified firms to provide valid and cost-effective projects that will reduce the County’s impervious acreage to satisfy the Municipal Separate Storm Sewer System (MS4) Permit. The County is looking for projects that can deliver impervious acre credits in two categories: Category A (Upland Best Management Practices) and Category B (Alternative Best Management Practices). The selected firms will be responsible for designing, constructing, and maintaining the projects, and will be compensated based on the cost per impervious acre credit. The County reserves the right to award one or more contracts under either category or not award any contracts under one or both categories. • The proposal must include a project definition, specific offeror and team experience, financial stability and capacity, and a submitted proposal price. • The County will evaluate the proposals based on the evaluation criteria, which includes project definition, specific offeror and team experience, financial stability and capacity, and submitted proposal price. • The County will conduct interviews with the top-ranked proposers and will make a recommendation for contract award based on the combined written and interview scores.
