Pure Water Antelope Valley Advanced Water Purification Facility - Request for Qualifications

The Palmdale Water District is seeking a Professional Engineering and Construction Services firm to provide Request for Qualifications for the Pure Water Antelope Valley Advanced Water Purification Facility. The project involves designing and constructing a 5-MGD Advanced Water Purification Facility (AWPF) using progressive design-build (PDB) delivery method. The facility will use advanced treatment processes, including low-pressure membrane filtration, reverse osmosis, and ultraviolet light with advanced oxidation, to purify tertiary-treated wastewater. The purified water will meet all applicable state and federal drinking water standards and regulations for indirect potable reuse. The selected firm will provide a range of services, including geotechnical studies, surveying, design, construction, commissioning, and startup. Key aspects of the project include: • Designing and constructing the AWPF and related facilities • Providing a guaranteed maximum price (GMP) based on 60% design documents • Obtaining all construction-related permits and implementing mitigation measures • Conducting startup and commissioning activities • Training the owner's staff on AWPF operations • Providing equipment and facility O&M manuals The project is expected to start in October 2025, with a completion date of March 2030.
