Description

The City of Garland is issuing a Competitive Sealed Proposal for its 2026 Annual Utility Contract, an on‑call water and wastewater repair construction agreement. The contract covers emergency and planned repairs, replacements, and installations of water mains, force mains, valves, manholes, and related infrastructure across the city. Bidders must submit a sealed proposal with a 5 % bid bond; performance, payment, and maintenance bonds are required upon award. The contract may be renewed for up to four additional periods, with no guaranteed minimum purchase. Compensation for standby labor, deep‑excavation, de‑chlorination, bypass pumping, and testing is addressed through specific pay items, but many costs are not automatically compensable and require City authorization. The award will go to the most advantageous offer based on price and weighted evaluation criteria. • On‑call utility repair construction (water & wastewater) • Bid bond = 5 % of total bid; performance/pay‑maintenance bonds required later • Contract term = 1 year with option to renew up to 4 additional periods • No minimum purchase; City may award any quantity of items • Standby labor/equipment costs only payable with prior City authorization • Specific pay items for deep‑excavation, bypass pumping, testing, etc. • Award based on price + evaluation factors; best‑and‑final‑offer may be requested

Budget estimate

$5,000,000 – $20,000,000

Based on the scope—city‑wide on‑call water and wastewater repair work, multiple bid items, performance bonds, and the potential for four renewal periods—the contract is likely to be a multi‑million‑dollar award. Comparable municipal utility repair contracts in similar Texas cities range from $5 million to $20 million for a one‑year base period, with additional value if renewal options are exercised. Therefore, a reasonable estimate for the contractor’s earnings on the initial year is between $5 million and $20 million, depending on the volume of work awarded and change‑order adjustments.
