The Oregon Health Authority is seeking one contractor to deliver a comprehensive, multi‑year strategic communications program for its commercial‑tobacco prevention and cessation initiatives, including brand management, campaign planning, research, media production, social‑media, website maintenance, paid‑media buying, monitoring, evaluation, and training for partner agencies. The effort will span up to seven years, with an initial six‑month price‑proposal window capped at $1.5 million and a total ceiling of roughly $19 million over the contract term. The contractor must demonstrate experience in public‑health communications, multicultural outreach, and must certify no recent ties to tobacco, alcohol, or cannabis industries.
• Provide full‑service communications support (branding, creative development, media planning, social‑media, website, and paid‑media) for the Smokefree Oregon program and its culturally‑specific sub‑brands.
