RFP 026-007 COST ESTIMATING AND COST VALIDATION SERVICES FOR L’ENFANT STATION AND FOURTH TRACK IMPROVEMENTS PROJECT

The Virginia Railway Express is seeking a qualified consultant to provide cost estimating and cost validation services for the L’Enfant Station and Fourth Track Improvements Project. The consultant will deliver independent, auditable cost estimates throughout design development, pre‑construction, and guaranteed maximum price (GMP) phases, supporting the Construction Manager/General Contractor (CM/GC) delivery method. This effort is essential for ensuring accurate budgeting and risk mitigation on a major rail infrastructure expansion. • Provide objective, independent cost estimating throughout design, pre‑construction, and GMP development. • Support the CM/GC delivery approach for the L’Enfant Station and Fourth Track Improvements Project. • Deliver auditable cost validation reports to guide budgeting and contract negotiations. • Work closely with Virginia Railway Express project team and construction manager. • Must have experience with large‑scale transportation infrastructure cost estimating.
