Description

The City of Chula Vista is seeking a qualified consulting firm to conduct a comprehensive Development Services Department (DSD) Permit Fee Study. The consultant will perform a cost‑of‑service analysis, modernize fee schedules, evaluate deposit‑based versus flat‑fee structures, and produce policy recommendations and an actionable fee‑model for the City’s permitting functions. The effort is scoped for an initial 12‑month term with up to four optional one‑year extensions. • Deliver a full cost‑of‑service (COS) analysis for Development Services, Engineering, and Fire permitting activities. • Create a dynamic Excel fee‑model with scenario‑based calculations (deposit, flat‑fee, hybrid). • Benchmark current fees against peer jurisdictions and recommend fee‑type changes and policy updates. • Provide a final report, public‑facing summary, and presentations to the Planning Commission and City Council, plus implementation support and training.
