The City of Fayetteville seeks a qualified multidisciplinary team to conduct a comprehensive Facilities Condition Assessment (FCA) of all municipal assets, analyze current space utilization, and develop a long‑range Facilities Master Plan. The effort is split into two phases: Phase 1 (FCA, capital needs, asset database) and Phase 2 (space utilization study and master planning), with the latter only authorized after successful completion of Phase 1. The selected consultant will be responsible for on‑site inspections, data collection, stakeholder engagement, detailed cost estimating, ADA and life‑safety compliance reviews, and delivery of actionable reports and presentations.
• Perform non‑destructive inspections of every city‑owned/leased facility, assign condition ratings, estimate remaining useful life, and produce a consolidated capital‑needs report with order‑of‑magnitude cost estimates.
• Create a GIS‑compatible, editable asset database that consolidates drawings, O&M manuals, CMMS data, square‑footage, equipment inventories, and staffing information.
• Conduct space‑utilization analysis, develop programming for 5‑, 10‑, and 20‑year horizons, and produce a Facilities Master Plan with phased capital improvement recommendations, sustainability considerations, and detailed presentations to city leadership.
