Description

The City of Denton is seeking a qualified consulting team to develop a comprehensive Vision Zero Safety Action Plan and conduct supplemental safety planning under the USDOT Safe Streets and Roads for All (SS4A) grant. The consultant will work with the city’s Vision Zero Task Force, perform data‑driven crash analyses, design corridor‑level countermeasures, engage the public and stakeholders, coordinate regionally, evaluate policies, prioritize projects, and produce required federal reports. Deliverables include a final public plan by 12/31/2027, SS4A reporting by 3/1/2028, and ongoing performance tracking. • Lead the Vision Zero Task Force and formalize a city‑wide Vision Zero commitment. • Conduct comprehensive crash data analysis, develop interactive dashboards, and identify evidence‑based countermeasures. • Perform Roadway Safety Audits and multimodal field assessments on priority corridors. • Create concept‑level design recommendations, cost estimates, and feasibility studies. • Design and execute a public engagement strategy with surveys, workshops, and a project website. • Align city plans with regional (NCTCOG, TxDOT) and state safety initiatives. • Review and update city policies to embed Safe System principles. • Develop a data‑driven project prioritization framework and funding strategy. • Deliver quarterly performance and financial reports in compliance with 2 CFR 200.

Budget estimate

$300,000 – $800,000

The solicitation does not disclose a budget, but similar municipal Vision Zero consulting contracts in Texas typically range from $300,000 to $800,000 for a multi‑year effort that includes data analysis, design concepts, public outreach, and federal reporting. The lower bound reflects a minimal staffing and data‑analysis effort; the upper bound assumes a larger team, extensive field audits, and detailed design alternatives. Factors influencing the final amount include the consultant’s hourly rates, the depth of field work, and any additional deliverables requested by the City.
