The Pease Development Authority (PDA) is seeking a qualified consulting firm to conduct a comprehensive business evaluation of the Fixed‑Base Operator (FBO) at Portsmouth International Airport at Pease and to update the airport’s rates and charges schedule. The firm will compare the current private‑FBO lease model to industry best‑practice models, perform SWOT analysis, identify underserved customer segments, and produce data‑driven recommendations for revenue growth. In parallel, the consultant will benchmark the airport’s user‑fee schedule, assess competitiveness, and propose a sustainable fee structure aligned with FAA policies. Deliverables include detailed written reports, forecasts, and a proposed implementation timeline. Evaluation will consider technical approach, team credentials, relevant experience, references, and price (with price representing only 10 % of the total score).
