IFB 25-E0035 Laboratory Analytical Services

The Office of Environmental Health Hazard Assessment (OEHHA) of the California EPA is seeking a qualified laboratory to provide advanced analytical services for micro‑plastic (MP) characterization and associated chemical analysis in drinking‑water and bottled‑water samples. The work includes receipt, processing, and storage of ~222 water samples, particle‑size and mass quantification, multi‑pathway chemical extraction (GI‑digestion, aqueous‑phase, solvent‑leach), targeted analysis of at least 30 analytes, non‑targeted high‑resolution screening, and delivery of data in a machine‑readable format. The contractor must adhere to stringent QA/QC protocols (blanks, contamination control, chain‑of‑custody) and meet a schedule of quarterly check‑ins, data packages, and a final synthesis report by April 30 2028. • Perform micro‑plastic particle analysis (200 ± 100 nm – 500 µm) using spectroscopy (Raman, OPTIR, SRS, AFM‑IR). • Conduct chemical quantification (pyrolysis‑GC/MS, LC‑MS/MS, ICP‑MS) for > 30 target analytes across three extraction pathways. • Deliver quarterly and annual data packages, maintain full traceability, and provide a final technical report and manuscript‑style deliverables.
