The Defense Logistics Agency (DLA) Energy is seeking information from small businesses that can provide fuel management services at Government-Owned Contractor-Operated (GOCO) retail fuel facilities at multiple locations. The services required include receiving, storing, issuing, maintaining quality, and accounting for petroleum products, as well as maintaining the associated fuel facilities. The contract will be a firm-fixed price contract with a four-year base period of performance and options for extension. The solicitation is expected to be posted between January 2026 and February 2026, and responses are due by December 26, 2025. • The contract will require the provision of all personnel, equipment, tools, materials, supplies, and supervision necessary to perform the services. • The contract will be subject to the Service Contract Act of 1965 and Collective Bargaining Agreements. • The contractor will be required to have an approved accounting system in place to track expenditures. • The contractor will be required to have the financial capability and stability to sustain and support a five-year multiyear contract.
