Towing Services for a Landing Craft Utility (LCU) Vessel

The United States Navy is seeking a contractor to provide towing services for a Landing Craft Utility (LCU) vessel. The contractor will be required to provide towing services from the area surrounding Naval Support Activity Panama City (NSA PC) back to NSA PC in the event of a failure, as well as to a boat yard in the event of an imminent hurricane. The contractor must provide the necessary towing equipment and rigging, install towing fittings on the vessel, prepare the vessel for the tow, provide a towing vessel, qualified pilot, and riding crew. The contractor must also provide a towing plan and certification. The period of performance is from 02 February 2026 to 01 February 2028. • The contractor must have the capability to tow a vessel of the size noted in the PWS. • The contractor must provide a price proposal and technical capability information. • The contractor must comply with all federal, state, and local regulations. • The contractor must provide a copy of their towing certifications, proof of lines being serviceable and of sufficient strength and quantity for services performed under this contract. • The contractor must provide a towing plan.
