RFR 26-04464 for Springfield Data Center Partnership

The Commonwealth of Massachusetts is seeking a partner to operate and manage the Springfield Data Center. The selected bidder will enter into a long-term agreement with the Commonwealth, anticipated to be 10 years with the option to extend. The bidder will be responsible for maintaining the entire footprint, as well as performing other services like capital improvements. The bidder must submit a response that addresses and aligns with the Executive Office of Technology Services and Security’s (EOTSS) high-level goals and guiding principles for this partnership, including IT transformation services, hybrid cloud integration, support for economic development in Massachusetts, colocation services, disaster recovery as a service, and cost reduction strategies. • The Springfield Data Center consists of 5,000 square feet of usable space in the main data center, which is partially occupied today. • The selected bidder will support the Commonwealth’s goals to optimize IT operations and maximize the use of underutilized data center assets. • The bidder must comply with applicable Massachusetts laws and regulations governing public construction, including prevailing wage rates. • The bidder must provide a specific percentage of contract revenues that will represent the annual Supplier Diversity Program (SDP) commitment for the entire contract period, including any renewals.
