Chicago Housing Authority is seeking a firm‑fixed‑price, three‑year renewal (with two one‑year options) of its Oracle Cloud Human Capital Management (HCM) suite. The contract covers a broad set of Oracle Fusion Cloud services—including Payroll, Recruiting, Talent Management, Learning, Time & Labor, Workforce Compensation, Health & Safety, Help‑Desk, a test environment, and priority SaaS support—each to be supplied at the quantities listed (primarily 650 user‑licenses per service). Bidders must submit unit‑price proposals in whole dollars, provide extensive certifications, insurance, and a Utilization Plan meeting CHA’s MWDBE/Section 3 participation goals, and comply with local wage and insurance requirements. The award will be based on the lowest responsive price; no bid security is required.
