R425--Research Engineering Services: 2nd Generation OCT - Optical Coherence Tomography build/deploy/support(technical) For Louis Stokes DVAMC & 5 other clinical study VAMCs - Notice of Intent to Sole Source

The Veteran's Administration (VA) Office of Acquisition, Logistics, and Construction Office of Research and Development (R&D) intends to sole source a contract to Osavage Biomechanics LLC for research engineering services related to 2nd Generation OCT - Optical Coherence Tomography build/deploy/support(technical) for Louis Stokes DVAMC and 5 other clinical study VAMCs. The contract will involve the deployment of a prototype at VA Cleveland, building 5 OCT system units, and deployment to various VA sites. The sole source is required due to the unique capabilities of VA Cleveland's ocular study and Osavage Biomechanics's design. • The contract will be for follow-on engineering and research services to study Veteran Ocular Health and Treatment. • The contractor will be required to have the requisite knowledge and infrastructure to build and deploy the OCT system units. • The contract will be procured on a sole source basis, but responsible sources may submit capability statements and support documentation for an equal/better service.
