Description

The City of Homestead is seeking a qualified firm to provide technical design and configuration services, develop a comprehensive system layout strategy, furnish all necessary equipment, and install a fully integrated IP-based video surveillance system for the Homestead Station Parking Garage. The proposed system must deliver forensic-quality video suitable for criminal investigations, serve as a visible deterrent to unlawful activity, and provide actionable operational intelligence to support effective facility management and public safety. The system must meet specific requirements, including capturing clear, legible license plates and driver faces, providing enough coverage to distinguish between known individuals, and detecting loitering or unauthorized access. The contractor will be responsible for obtaining and paying for all required permits, licenses, and inspection fees associated with the work. Some key features of the project include: * Functional Performance Zones: The system must meet specific requirements in four zones: Vehicle Ingress/Egress, Pedestrian Access/Elevators, Internal Parking Bays, and Perimeter/Rooftop. * Infrastructure and Resilience Standards: The system must maintain a 99.5% operational uptime, have a thermal management plan, and include a UPS solution providing at least 60 minutes of runtime for all cameras and recording servers. * Phased Implementation Approach: The project will be implemented in three phases: Layout and Configuration Validation, Infrastructure Certification, and Acceptance Testing. * Mandatory Model Currency Clause: All equipment, hardware, and components provided under this contract must be new, in current production, and the latest model available from the manufacturer at the time of installation.
