The contractor will supply a broad range of clinical personnel—including RNs, pharmacists, lab technicians, radiologists, PTs, peri‑operative managers, project managers, and respiratory therapists—on an as‑needed basis, ensuring all staff hold unrestricted California licenses and required certifications. Key responsibilities include rigorous health and background vetting, credentialing, 24/7 administrative support, real‑time utilization reporting, compliance with HIPAA and Joint Commission standards, and maintenance of required insurance (general liability, professional liability, cyber liability, etc.). The agreement is a five‑year term, with evaluation based on project approach, firm and team qualifications, and price, plus local‑business preference points. No pre‑bid meeting or site visit is required; questions are due by September 28 2026 and proposals by October 19 2026. • Provide temporary clinical staff across multiple disciplines for SMMC • Minimum experience: 2 years for non‑specialty nurses, 4 years for specialty/management roles • Full background, health, vaccination, and credential verification required • 24/7 support and real‑time reporting of labor utilization and costs • Must maintain extensive insurance coverage (GL, PL, Cyber, etc.) • Contract term: 5 years, with potential local‑business preference scoring • Evaluation weights: Approach 27.3%, Firm 22.7%, Team 18.2%, Price 22.7% • No pre‑bid conference or site visit; all communications via eProcurement portal.

Budget estimate

$1,000,000 – $5,000,000

The RFP does not disclose a contract ceiling. Based on typical rates for temporary nursing and allied‑health staffing in California (approximately $80–$150 per hour per clinician) and assuming an average of 10 full‑time equivalents (FTEs) across the 5‑year term, annual labor spend could range from $700,000 to $3,000,000. Adding overhead, reporting, and insurance costs, the total contract value is estimated between $1 million (conservative low‑volume scenario) and $5 million (high‑volume, multi‑discipline staffing) over the five‑year period.
