Description
The City of Colorado Springs seeks a firm‑fixed‑price contractor to fully modernize the Building Automation System (BAS) for its City Administration Building. The scope covers replacement of legacy controllers, installation of BACnet‑compatible hardware, integration with the city’s enterprise front‑end, comprehensive engineering, programming, testing, commissioning, training, and a one‑year warranty. The effort includes heating‑water, chilled‑water, air‑handling units, field devices, networking, licensing, and optional upgrades for supervisory controllers and VAV systems. The project must be completed by 31 December 2027 following an anticipated Notice to Proceed in late November 2026.
• Replace obsolete supervisory and plant controllers with BACnet‑compatible devices (Niagara N4 or equivalent).
• Install new sensors, electric actuators, BACnet I/O modules, networking equipment, and required software licenses.
• Provide full engineering services: design, submittals, programming, graphics, startup, functional testing, documentation, training, and a one‑year warranty.
• Optional alternates for legacy supervisory controller replacement and floor‑by‑floor VAV modernization.
• Must meet City’s insurance, tax‑exempt, and accessibility (WCAG 2.1) requirements, with all work performed on‑site in Colorado Springs.
