Transit Downstate Transit Improvement Fund Program

The State of Illinois, through the Illinois Department of Transportation (IDOT), is issuing a statewide capital grant call for transit projects located outside the Northern Illinois Transit Authority region. Eligible applicants – local mass‑transit districts, city, county, special‑district and tribal governments – may request funding for construction, expansion, reconstruction, deferred maintenance of transit facilities, acquisition of revenue and non‑revenue vehicles, and related equipment. The program provides up to $100 million in total funding with no cost‑share or matching requirement, and indirect costs are not allowed. Applications are accepted from 09/21/2026 through 10/30/2026 11:59 PM; a technical assistance webinar is offered on 10/01/2026 (non‑mandatory). Awards will be announced on 03/31/2032. • Eligible entities: public transit agencies and local governments (excluding NITA region). • Fundable items: facility construction/renovation, bus and equipment purchases, system extensions, and related capital improvements. • No matching or indirect cost reimbursement; funds are cash grants. • Single award range: $0 – $100 million; total program funding $100 million. • Application must include a recent independent cost estimate and compliance documentation. • Technical assistance webinar on 10 Jan 2026; questions accepted until 23 Oct 2026. • Award decision by 31 Mar 2032; reporting requirements include annual budget and performance reports.
