Santa Fe County is seeking a single vendor to provide a county‑wide, end‑to‑end electronic payment processing solution that will accept debit, credit, e‑check/ACH and other electronic payment methods for all county departments. The solution must be PCI‑DSS compliant, host a secure payment portal off‑county network that mirrors the county website, integrate in real‑time or batch with the CentralSquare ERP, support bilingual (English/Spanish) interfaces, provide robust reporting, refunds, voids, and 24‑48‑hour support, and supply any required hardware (card readers, POS terminals) and professional services for implementation, training, and ongoing maintenance. The contract will run for four years and the county processes roughly 100 k transactions annually totaling about $271 M, so the vendor will handle high‑volume, multi‑departmental payment flows.
• Provide debit/credit card, ACH/e‑check, and emerging electronic payment acceptance (e.g., PayPal, Venmo, Apple Pay).
• Integrate securely with CentralSquare (and future ERP) for transaction posting and reconciliation.
• Deliver a PCI‑DSS‑certified, externally‑hosted payment portal that matches the county’s branding and offers English/Spanish IVR.
• Supply hardware (IdTech readers, POS terminals) and support up to 5 merchant IDs, with reporting per MID.
• Offer daily transaction/reconciliation reports, same‑day voids, refunds, and a help‑desk with defined SLA.
